Abstract
Osmanlı Devleti’nin son dönemleri, genel anlamda dünya siyasetinin bulunduğu yeri ortaya koyması açısından önemlidir. Devletin imzaladığı ya da imzalamak zorunda kaldığı bazı siyasî anlaşmaların içeriği de bu çerçevede ehemmiyet arz eder. Şüphesiz Paris Anlaşması da söz konusu önemin parçalarından biridir. Döneme şahitlik eden Ali Suâvi’nin notlarının satır aralarında bunu izlemek mümkündür. Ele aldığımız metin dönemin siyasî çıkmazlarını açıkça ortaya koymaktadır.

Abstract
The last period of the Ottoman Empire is important to reveal the general world’s politics. It is also important the content of the agreement signed by Ottoman Empire. It is one of the components that the importance mentioned of Paris Agreement. It is possible to view in Ali Suavi’s notes, who witnessed during the period. The text reviewed reveals the political impasse of this last period.
