Abstract
Şârî, mükellef kişiyi gücünün üstünde bir sorumluluk ile muhatap kılmamış, bilakis hayatı ve yükü ona kolaylaştırmayı murâd etmiştir. Bu bağlamda, kolaylık prensibi İslam'ın temel ilkelerinden birisi olmuştur. İnsanın, gündelik hayatta başta temizlik, ibadet, alışveriş olmak üzere insanlar arasında yaygın hale gelen ve kaçınılması zor olan farklı sıkıntı ve zorluklarla karşılaşması söz konusudur. Kişiyi bu meşakkatten kurtarmak için kolaylık ilkesinin işletilerek hükmün hafifletilmesi veya ortadan kaldırılması gerekir ki umûmü’l-belvâ bu ilkelerden biridir. İslam hukuku naslarında hükümleri hafifleten umûmü’l-belvâya işaret eden deliller mevcuttur. İslam hukukçuları, sıkıntı ve zorluk söz konusu olduğunda meşakkatin giderilmesi için bu delillerden hareketle umûmü’l-belvâ ile hükmü kolaylaştırma cihetine giderek çözümler üretmişlerdir. Bu makalede, dini hükümleri hafifleten umûmü’l-belvâ'nın mahiyeti, şartları ve kolaylaştırdığı fürû-i fıkıh meseleleri ele alınıp değerlendirilecektir.

Abstract
Sharia (Islamic law) does not assign obligants responsibility above their powers; on the contrary, it wishes to ease their lives and responsibilities. In this context, the principle of convenience is among the fundamental principles of Islam. It is possible for people to encounter various distress and hardships that they cannot keep away from and common among them such as cleaning, prayer and commerce. It is necessary to ease or remove provisions by managing the principle of convenience to relieve people from such hardship like umûmü’l-belvâ (public issue). There are proof in the Islamic law statements (which are from Qur’an or Sunnah) that refer to umûmü’l-belvâ easing provisions. Islamic legists produced solutions by choosing to ease the provision through umûmü’l-belvâ considering these proofs on removing burden when it comes to distress and hardships. This study will discuss the quality and conditions of umûmü’l-belvâ easing religious provisions, and fürû-'i fiqh issues which it eased.
